Yes. The way it performs is that after compaction, the chemical and water completely evaporates leaving only the soil completely stabilized soil and a high performing road (or road layer).
For paved roads, assuming the road is designed correctly and the traffic on it is within design parameters, RoadPacker Chemical Soil Stabilizer makes a permanently stabilized road bed, that limits the maintenance and repair on the road to the pavement itself. It will improve its performace against damage from water saturation (flooding).
